2025 Fisheries and Aquaculture Act (Act 1146) Passed Into Law: What It Means for Ghana’s Fishers

Ghana’s fisheries have long sustained millions, yet the sector has faced growing challenges illegal fishing, depleted stocks, unsafe conditions at sea, and reduced catches for artisanal fishers. On 21st August 2025, a major step was taken to address these issues when H.E. President John Dramani Mahama assented to the Fisheries and Aquaculture Act, 2025 (Act 1146).

This landmark law introduces bold reforms:

  • Establishment of an independent Fisheries Commission to manage resources.
  • Stronger enforcement and penalties against illegal fishing.
  • Protection of seafood exports, safeguarding over $425 million annually.
  • Crew welfare and safety measures on fishing vessels.
  • Expansion of the Inshore Exclusive Zone (IEZ) from 6 to 12 nautical miles, securing artisanal fishing grounds and protecting breeding areas.
